Mr.
Vissering has over 17 years of experience in environmental
and urban planning, policy, and emergency management and
hazard mitigation programs. In addition to running environmental
and disaster services divisions in large engineering companies,
he has managed mitigation, environmental and cultural
resource activities for federal disaster programs, providing
oversight for numerous NEPA Environmental Assessments
and related natural resource studies. His experience includes
development of hazard mitigation plans and grant applications,
environmental training, federal environmental regulatory
and policy development, and drafting and implementation
of National Historic Preservation Act agreement documents.
Mr. Vissering was formerly a Lieutenant in the U.S. Navy
and a Senior Environmental Protection Specialist for the
Federal Emergency Management Agency.

Mr. Pardue has more than 15 years experience in land use
planning, mitigation planning and risk assessment. He
is an expert in risk assessment for natural hazards, and
has been involved in numerous FEMA, local and state initiatives
to study the cost effectiveness and feasibility of mitigation
alternatives. Additionally, he has recently been involved
in several risk assessments and planning processes related
to manmade hazards, primarily terrorism. These include
vulnerability studies at the Texas Medical Center, a manmade
hazard mitigation plan for the City of Tulsa, Oklahoma,
and development of prototype continuity of operations
alternative site assessment tool for the DHS Office of
National Security Coordination. He has been project manager
for multiple DMA 2000-compliant hazard mitigation plans,
and has been involved with the development and initiation
of review protocols and standards for FEMA's Pre-Disaster
Mitigation [PDM] program. In addition to these technical
skills and experience, Mr. Pardue has experience in facilitating
community planning processes, and in technical training
for federal, state and local staff, including risk assessment
and benefit-cost analysis.
